Minister of Finance, Economic Planning and Development Goodal Gondwe presented the bill in the House.
Gondwe said the programme would bring about increased production capacity and overall water efficiency of the board's water supply system.
General debate on the 2015/2016 National Budget continued and most Members who made their contributions, highlighted the need for increased funding towards the Constituency Development Fund and other people centred programmes that will transform lives of many Malawians.
Issues of food security, roads rehabilitation, construction of school blocks, health service provision, promotion of early childhood development and adult literacy programmes among others also took centre stage during the discussions.
