Palmer was speaking in Lilongwe during an interface with Journalists.
She said the public service program government is currently implementing is a step in the right direction which will improve service delivery.
The US envoy said implementing the reforms requires courage and determination.
On floods which hit the country, Vilginia Palmer said government should run a serious 're-afforestation program as a control measure to floods and avert effects of climate change.
She further reaffirmed commitment that the US government will continue to support Malawi in its development efforts and the millennium challenge corporation bares testimony to US's commitment.
